Cannot get heading numbers in document to to number correctly

This is so frustrating ..making me crazy
I have a section 3.7.1 which is heading 3
The next line says 1.1 XXXXX
I cannot get it to continue previous renumbering ..it will just stay at 1.1
I updated to 5.1.0.3
I have a 200 pg document….I cant have screwed up chapters
Can anyone help ?

outline numbering
I presume the outline numbering has be applied via Tools > Outline Numbering… and not set through individual paragraph style definitions?

I highlight the text, select
I highlight the text, select style Heading 2, it goes to 1.1 I then right-click and select continue numbering and it wont

it seems so simple ….you are
it seems so simple ….you are adding a new Heading 2 and you want to continue renumbering
the last heading 2 was 3.7
the next should be 3.8
