how to install Spell check dictionary not packaged as LibreOffice .oxt extension

Hi,

I’ve spent 2 hours trying to find information how to install Azerbaijani language dictionary from this link https://wiki.documentfoundation.org/Language_support_of_LibreOffice without any success.
All info is about how to install language extensions, but the problem is according to info from above mentioned page this dictionary is ‘not packaged as LibreOffice .oxt extension’
The fun thing is I’ve managed to install the same dictionary to WPS Office, but I can’t do it to LibreOffice.
Can you help me?
My OS is Windows 10 ×64.

apologies
Sorry, I misunderstood the original question (as I was in a hurry). I can manually install the linked dictionaries OK however I cannot get the the spell-checker working (blue tick with ABC to appear next to the Azerbaijani Latin entry). Evidently this locale / language are still are work in progress.

You need it packaged as an extension (required since OOo 3.Innocent, that’s it.

ok, how can I do this? I guess this is supposed to be done on user side, right? I mean if someone decided to depreciate the old method of using dictionaries they must have proposed something better? Am I wrong?

extension packaging
An extension (OXT) is simply a bunch of files in directories with a set of scripts to do some basic installing tasks. Installing can often be done manually if the files and locations are known. This can often be determined by, for example, unpacking and examining the contents of a working extension. I had a mild try at doing this with another language pack and comparing it to what might be required for the Azerbaijani one e.g., editing the .xcu and .xml files in the /share/extensions/ directory (and sub-directories) and changing “en-AU” to “az-AZ” but my basic efforts were not successful. It should be possible though, at least for the dictionary (the interface is a separate matter).

That is why extensions were introduced. The old method (in OpenOffice.org 2.x) was quite tricky and many users complained that they could not add languages they needed. Extensions are supposed to make the process of installing as easy as possible (just double-click an extension file and confirm installation), as well as flexible: each user in the system can have his own set of dictionaries (and other extensions). Of course, that is true when a proper extension is available, which is the case of many languages. It looks, however, that nobody cares about making an extension for Azerbaijani. Sad, but true.

I tried to make an extension but it does not work. I suspect that there is a problem about setting the right locale, but I am not really experienced in packaging.

Here is it
Here is a crude version of an extension. Unfortunately, I could not figure out how to make it work for Azerbaijani. You have to format your text as Turkish. Besides, as I can judge, the Azerbaijani word list is quite small.
