Report footer creating unwanted new page

I’m attempting to create a report that has both group footers and a final report footer. The group footers all show up as intended (i.e., without forcing any new pages), but the report footer always appears on a new page. There’s plenty of room for it on the current page, and the new page option for the footer is off. Can anyone tell me how to solve this problem?

I’m running LibreOffice 5.1.2.2 under Windows 10. I haven’t yet been able to try the report on my other computer running Ubuntu Linux. I’m brand new to Base, so there’s probably a simple answer to this that I’m missing.

I tried letting a blank report header be visible, but rather than the report footer showing up on the same page, it disappeared altogether. It seems I’ll just have to edit each report to uncheck the force new page box in the footer table.
