Menu > Insert > Manual Break

Menu > Insert > Manual Break > Page break > OK.

The new page is “before” or “after” depending on where the command is executed.

You don't insert pages
Writer isn’t a page based lay-out program. You don’t insert pages, Writer regards the entire text in a document as a stream that it fits on pages depending on the page formatting settings, font, etc. If you want to “insert” a page before the first page that you have, all you have to do is put the cursor at the top of the document and start typing.

You can insert a page break by pressing Ctrl+Enter. An Insert – Break – Page Break is only useful when you want to change page styles.
